Description
The automated systems information support for innovation and technology transfer (ASIS IATT) provides:
– systematically informing users in Belarus and abroad about scientific and technical achievements in the country and exhibits of the virtual exhibition for information support of exhibition events;
– providing information on potential partners for joint research and commercialization of the results of scientific and scientific-technical activities using modern information technologies (IT);
– formation of an information resource (IR) about the results of scientific and scientific-technical activities of organizations, support for interaction with external IR.

ASIS IATT contains the following six subsystems:
– maintaining databases;
– processing requests and proposals;
– statistics;
– services for residents, firms and investors;
– virtual exhibition;
– service management and administration.

The database maintenance subsystem performs the following functions:
– entering, editing, saving and deleting information from the database (DB);
– centralized management and organization of access to the database in the conditions of the adopted data processing technology, including with the authorization function.

The ASIS IATT IR (content) management is based on the principle of separating levels of user access rights to content.

The database maintenance subsystem manages the following content sections in Russian and English:
– registered users;
– technological requests from Belarusian partners;
– technological proposals from Belarusian partners;
– business proposals from Belarusian partners;
– business requests of Belarusian partners;
– proposals for cooperation between Belarusian partners in the field of R&D; D(T)R;
– technological requests from foreign partners;
– technological proposals from foreign partners;
– business proposals from foreign partners;
– business requests from foreign partners;
– proposals from foreign partners for cooperation in the field of R&D; D(T)R;
– Belarusian innovative enterprises;
– young scientists and entrepreneurs.

Other subsystems perform corresponding functions.

The automated information support system for innovation activities and technology transfer is successfully operated by the Republican Center for Technology Transfer in Russian and English (https://www.ictt.by) as one of the main tools for technology transfer and can be used after finalizing a specialized design according to the Customer’s requirements , working in the field of innovation and technology transfer as an Internet information portal.

A manual to using ASIS IATT, prepared by experts of the Republican Centre for Technology Transfer “Preparation and management of profiles in the Network of the Republican Centre for Technology Transfer” intended for scientists, technology transfer and marketing specialists can be downloaded here (in Russian).
Advantages and Innovations
The effectiveness of ASIS IATT is determined by the following indicators:
– reduction of time and automation of the processes of collection, pre-processing, analysis and dissemination of scientific and technical information (STI) to ensure innovation activities and technical technology;
– reducing the time required to search for scientific and technical information through the use of web technologies in online mode;
– creating conditions for disseminating research results in the scientific community and supporting collaboration between research teams;
– providing a unified interface and convenient service for users.

The economic effect of automated systems for this purpose is to reduce the time, labor and technological costs for preparing information materials on TT, such as business and technological proposals, requests, searching for potential partners for joint research and commercialization of the results of scientific and scientific-technical activities.

Integration of high-performance computing resources of the institute into the European and world network will create conditions for the export of services to other countries. Another important export factor should be the computing complexes and systems created in the laboratories of the institute and designed as a finished hardware and/or software product. The areas of application of these products are automation of the full life cycle of products in industry and electronics, medical informatics, space information systems, information systems in management and government, public information services, and others.

Along with the expansion of scientific and technical cooperation with partners from the CIS countries, Western and Eastern Europe, much attention was paid to expanding the geography of scientific and technical cooperation and entering new markets for scientific and technical products (China, the countries of the Persian Gulf and a number of other countries).

The strategic goal of the implementation of international projects is to increase the competitiveness of domestic scientific and technical products, their promotion to the world market, the maximum attraction of foreign investment in the research sector of the Republic of Belarus.
