Institute of Housing and Communal Services offers consumers services for scientific support of the practical activities of organizations in developing scientific approaches to improving the organizational and economic mechanisms for the functioning of housing and communal services (HCS), increasing the availability and quality of HCS, ensuring comfortable living conditions for citizens and creating a favorable living environment under an outsourcing agreement and/or subcontracting.

- assessment of the performance of housing and communal services and areas for improving it;
- analysis of the performance of housing and communal services organizations, including housing and communal services suppliers, and areas for improving it;
- development of criteria and target parameters for the development of the housing and communal services system and its elements and increasing their validity;
- analysis of the organizational and legal forms of housing and communal services enterprises and their reorganization;
- development of recommendations for public-private partnership in the housing and communal services system and mechanisms for its implementation;
- assessment of the efficiency of using resources, including financial ones, in the housing and communal services system and ways to improve it;
- analysis of the efficiency of using secondary resources obtained as a result of the work of housing and communal services enterprises and methods for improving it;
- development of innovative methods and systems related to ensuring comfortable living conditions and creating a favorable environment, and ways of transferring them to the domestic housing and utilities sector;
- analysis of the quality and availability of housing and communal services provided to the population and areas for improving them;
- assessment of the innovative receptivity of the housing and communal services sector and the process of transferring innovations (technologies) in this area.

The State Scientific Institution "The Institute of Housing and Communal Services of the National Academy of Sciences of Belarus" is a leading scientific organization in the public communal sector.

The main activities of the Institute:
- systemic economic and resource analysis of the industry, cost monitoring and environmental assessment in areas of activity;
- justification, development and implementation of energy-efficient environmentally sound technologies and technical means for housing and communal services;

Tasks of the Institute:
- economics of housing and communal services (mechanisms for increasing the efficiency and competitiveness of industry enterprises in the digital economy to ensure the quality and availability of public services, mechanisms for attracting extra-budgetary investment resources to promising projects in the housing sector);
- "smart" technologies for the operation of housing and communal services (methodology for the formation of a single information space for the communal sector, combining modern management systems, the introduction and use of information and communication technologies aimed at minimizing the loss of material and financial resources, ensuring comfortable living for a person);
- new methods and systems for managing communal resources (in energy and heat supply, taking into account the expanded use of electricity and renewable sources; water supply and sanitation, taking into account the structural, economic and innovative modernization of the economy; in the waste management system, taking into account their in-depth processing and transfer into secondary material resources).

The Institute works with the Ministry of Housing and Communal Services of the Republic of Belarus to develop research topics in areas where there are significant reserves for reducing costs and increasing the competitiveness of services. The Institute provides scientific and innovative support to the housing and public utilities sector on an ongoing basis, develops scientifically based recommendations for the industry, including innovative modernization of processes and technological equipment that ensure a reduction in the level of specific costs, and the implementation of pilot projects to justify the most effective technological schemes and means that will allow us to come up with scientifically based recommendations for their implementation.
