Summary

Description
Bank of electronic passports of goods (ePASS) is an information system for maintaining basic information about goods produced and sold on the territory of the Republic of Belarus for the purposes of automated accounting in commodity distribution networks and conducting e-commerce processes.
ePASS ensures the formation and maintenance of a data bank containing descriptions of goods (products) produced and sold in the territory of the Republic of Belarus, compiled in accordance with international standards in the field of electronic commerce.

ePASS integrates:
- with the depository of bar codes of the GS1 system of Belarus (owner - scientific and engineering republican unitary enterprise "Interindustry Scientific and Practical Center for Identification Systems and Electronic Business Transactions" of the National Academy of Sciences of Belarus) in terms of obtaining names and identification codes of goods and e-commerce entities. The Global Trade Item Number (GTIN) assigned to a unit of goods (products) by the GS1 system of Belarus, which is part of the international GS1 system, is used as a product identifier. The Global Location Number (GLN) assigned by the GS1 system of Belarus is also used as an identifier of an e-commerce subject, intended to uniquely identify a registered user of the GS1 system of Belarus, its structural (technological) divisions or a certain set of data about user identification objects;
- with data banks of the national conformity assessment system of the Republic of Belarus (owner - State Committee for Standardization), as well as when creating the necessary organizational and technical conditions with international systems for confirming the safety and quality of goods (products), including those created within the Customs Union, in terms of obtaining information about the availability of documents confirming their safety and quality. The identifiers (numbers, validity periods and other details) of documents confirming the safety and quality of goods (products) valid in the relevant systems are used as identifiers of information objects;
- with a depository of bar codes of imported products;
- with international and foreign resources on product range and information systems operating on their basis.
Enterprises that have entered into a tripartite agreement for the provision of services of the GS1 system of Belarus in accordance with the Regulations on commodity numbering and bar coding of goods (products) in the Republic of Belarus, approved by Resolution of the Council of Ministers of the Republic of Belarus dated May 24, 2000 No. 748, receive access for the period of validity of the agreement via the Internet to the ePASS system. Access is granted to an authorized employee upon request (in Russian).

With the ePASS.MOBILe mobile application, information about goods from the ePASS database is now available to every consumer.

ePASS.MOBILe scans the bar code, accesses ePASS (Internet connection required), finds in it a product with the corresponding code, and displays basic information about the product.

ePASS.MOBILe displays the most frequently requested product description attributes.

The ePASS.MOBILe information mobile application is available for Android(in Russian) and iOS(in Russian) users.
Advantages and Innovations
The main advantage is that trading partners connected to ePASS (manufacturers of goods, their importers, wholesale and retail intermediaries, electronic trading platforms, exchanges, online stores, EDI providers, etc.) use uniform standardized descriptions of goods in business -processes, incl. and XML-formats of electronic documents (orders - ORDERS, invoices - INVOIC, invoices - DESADV, etc.), without wasting time and money on the coordination of formats, exchange protocols, elimination of manual input errors, etc.

The scientific and engineering republican unitary enterprise “Interindustry Scientific and Practical Center for Identification Systems and Electronic Business Operations” (State Enterprise “Cenrer for Identification Systems”) was created in 2006 as a specialized organization in the field of automatic identification technologies and electronic business operations.

In accordance with Government Decree No. 1116 of August 22, 2011, the Center is the lead organization in the Republic of Belarus for scientific and methodological support for the creation and operation of information resources about goods (products), their automatic identification, as well as ensuring electronic document flow in commodity distribution networks and processes e-commerce.

The functions of the Center are determined by the Charter and Resolution of the Council of Ministers of the Republic of Belarus dated 09/07/2006. No. 1152 (in Russian):
- conducting scientific research in the field of electronic business;
- development and implementation of international and national standards on technologies for automatic identification of products, goods, services;
- turnkey supply of integration solutions for monitoring systems for commodity and transport flows based on modern information and communication technologies;
- design of automated information and logistics systems based on bar coding, radio frequency (RFID) identification and electronic document management technologies;
- creation and maintenance of national information resources and product range databases based on international standards and e-commerce technologies.

Main directions of scientific and practical work:
- formation and support in the information resources of the GS1 system of Belarus of international product identification numbers applied in the form of bar and radio frequency codes, incl. maintaining the Republican register (depository) of bar codes;
- organizing the functioning of the Bank of electronic passports of goods (master data) as a basic information resource for electronic business purposes;
- design, implementation and maintenance of state, interdepartmental and industry information resources and systems based on identification and traceability technologies;
- electronic document management (in product supply chains, office and corporate office work, e-commerce);
- research and development in the field of RFID technologies;
- IoT-based monitoring systems.

Services:
- consulting in the field of international standards for product numbering, bar coding, RFID technologies, electronic document management and product supply chain management based on these standards;
- development and turnkey delivery of automated information systems and technologies based on international standards for automatic identification and e-business;
- formation, maintenance and up-to-date maintenance of a national register (depository) of goods marked with international identification (bar and radio frequency) codes with the prefix of the Republic of Belarus “481”;
- maintaining the “Bank of Electronic Passports of Goods” - a republican information system of basic information (master data) about goods produced and sold on the territory of the Republic of Belarus for the purposes of automated accounting in commodity distribution networks and conducting e-commerce processes;
