The previously announced Seminar on Technology Foresight Based Prognostication took place in Minsk, at the National Library of Belarus on 25 March. The Technology Foresight method is nowadays used extensively by USA, Japan, Germany, Great Britain and other leading economies, as well as several economies in transition and developing countries around the world. Until now Belarus has been an exception to this practice.
The seminar was organized by the Republican Centre for Technology Transfer (RCTT) and the Institute of Economics of the National Academy of Sciences of Belarus, with support and under the aegis of UNIDO, the UNDP Office in Belarus, the State Committee on Science and Technology of the Republic of Belarus (extended in the framework of the joint tripartite Project “Strengthening the National System for Technology Transfer on the Basis of Information and Communication Technologies”), in collaboration with the National Academy of Sciences and the National Library of Belarus.
The host organizations were represented by Director of the National Library of Belarus R.Motulskiy, First Deputy Chairman of the Presidium of the National Academy of Sciences of Belarus Academician P. Vityaz, director of RCTT A. Uspenskiy. Besides, 49 participants (decision makers and specialists) represented the national ministries and state trusts, the National Statistic Committee, Minsk Municipal Executive Council, regional executive councils from across Belarus, several institutions under the National Academy of Sciences.
A UNIDO expert and a few key specialists from Belarus provided an overview of the world’s best experience in Foresight-based surveys and technology mapping approaches. Each participant received a copy the recently issued manual “Technology Foresight Survey, Why Would Belarus Need It?” The manual was drawn and published with the support from the aforementioned Project.

This seminar was the finalizing event for phase 1 of introduction of the prognostic methods based on Technology Foresight into the conventional practices in Belarus. This phase started under the aegis of the Project “Developing the Infrastructure of Support of Innovative Activity in the Republic of Belarus” in 2003, when two Belarusian specialists took a UNIDO training course on Technology Foresight and the special section “Technology Foresight” was created on the Web portal of RCTT to raise the public awareness related to such surveys in Belarus. The section highlighted the goals, objectives, tools, software, setup, organizational procedures and management of technology foresight surveys. With the start of the Project “Strengthening the National System for Technology Transfer on the Basis of Information and Communication Technologies” in 2007 Belarus made its another step towards the advanced technology surveys: two Belarusian specialists took the training course on Technology Foresight; the manual “Technology Foresight, Why Would Belarus Need It?” was finalized and posted on http://ictt.by in 2008, issued in 1000 copies in 2009; finally, the special seminar was held for Belarusian decision makers and main specialists in the macroeconomic and technology prognostication domain.
Under the mentioned Project, in the near future RCTT is to:
1. provide the substantiation for the methods, the particular operational structure and management of technology foresight surveys for Belarus;
2. organize the elaboration and compilation of methodological materials on technology foresight (for the use of the specialists involved in the surveys).
