The State Committee on Science and Technology of the Republic of Belarus (the client entitled by the Government) has announced phase 3 of the preparation arrangements for the Comprehensive Prognostic Survey of the Scientific and Technological Change in the Republic of Belarus (CPSST). This stage will be run in collaboration with the National Academy of Sciences of Belarus (the chief executive agency). The time span of the would-be survey starts from 2011 and its time horizon will extend as far in the future as 2030.
All of the activities in concern with the CPSST are to be held in compliance with the relevant Resolution of the Council of Ministers of the Republic of Belarus “Organizing the Development of the Comprehensive Prognostic Survey of the Scientific and Technological Change in the Republic of Belarus”. Sector-wise forecasts have been entrusted to the respective governmental agencies. The outcomes of those surveys will be collected to underlie the comprehensive national prognostication.
The advanced approach of the Technology Foresight method will be used for the CPSST survey in Belarus, along with the conventional analytical and prognostication techniques.
There will be a seminar held in Minsk to provide an overview of the world’s best experience in the Foresight-based surveys and innovative technology mapping approaches applied in Belarus. The event will be organized by the Republican Centre for Technology Transfer (RCTT), the Institute of Economics under the National Academy of Sciences of Belarus, with support and under the aegis of UNIDO, the UNDP Office in Belarus, the State Committee on Science and Technology of the Republic of Belarus, the National Academy of Sciences and the National Library of Belarus.
The seminar will take place in the Educational Technology Hall of the National Library of Belarus, (116 Nezavisimosti Ave., Minsk) on 27 March 2009.

Experts from UNIDO, Russia and Belarus will moderate the seminar and share their advanced theoretical knowledge, competence and first-hand experience related to country-scale prognostic surveys based on the Technology Foresight.
Directors of specialized organizations and officers of governmental agencies of Belarus in charge of execution and supervision of technology forecasting in their entrusted sectors, managers of planning and prognostic departments of those organizations and agencies are invited to the seminar.
